This fundamental review course that all reviewers of assignments involving income-producing and other nonresidential properties should have in their educational background. It is a required course for individuals pursuing the Appraisal Institute General Review Designation (AI-GRS, Appraisal Institute General Review Specialist). At the core of this course is the review process. Participants explore the seven steps outlined in this process as they apply to nonresidential properties. To be a reviewer, an appraiser must learn how to develop opinions of completeness, accuracy, adequacy, relevance, and reasonableness relative to the work under review. These opinions must be refined through tests of reasonableness to develop reconciled opinions of appropriateness and credibility. The material provides a refresher on key valuation skills often required of reviewers, such as measuring financial feasibility in highest and best use analysis and various applications of the income capitalization approach. In addition, the course covers reporting reviews for income-producing property and the use of commercial review report forms, narrative reports, and oral review reports. Participants will gain practice in writing a scope of work statement for three types of assignments. They will also develop a template for a narrative review report on a property type of their choice (office, retail, apartment, etc.). By taking this course, participants will gain invaluable confidence in the fundamentals of review through the review process, which is the core of this course. To be a reviewer, an appraiser must learn how to develop opinions of completeness, accuracy, adequacy, relevance, and reasonableness relative to the work under review. These opinions must be refined through tests of reasonableness in order to develop opinions of appropriateness and credibility. Joel will walk through the upcoming changes to the Uniform Residential Appraisal Report (URAR) and how these updates will impact appraisers’ workflows. He will also highlight how a la mode is adapting its tools and features to support a seamless transition. This session is ideal for appraisers looking to stay ahead of the evolving appraisal landscape.

Joel Baker is a seasoned product leader with over 22 years at a la mode, a Cotality company (formerly Corelogic), where he serves as Senior Professional of Product. Since 2003, Joel has played a key role in the development of a la mode’s appraisal software, which supports thousands of professionals across the country. Most recently, he has been deeply involved in preparing for the updated URAR, ensuring that a la mode users are equipped with modern, compliant, and efficient tools.
This course synthesizes the three approaches to value, examines their applications, and helps you apply basic and advanced valuation techniques. Case studies teach you how to address common but complex appraisal issues, including a leased fee not at market rent, a proposed property, a property in a market not at equilibrium, and a subdivision. The course emphasizes the need to test the reasonableness of all the conclusions in an appraisal.
Note. This is primarily a synthesis course, not a review course. Like all advanced education courses sponsored by the Appraisal Institute, the course naturally reviews many concepts taught in previous courses. However, it includes some new material and does not include a complete overview of the other courses. Therefore, Advanced Concepts & Case Studies should not be considered an adequate review for the comprehensive exam. To prepare for the comprehensive exam, participants must review all four advanced education courses, as well as basic concepts from qualifying education for certified general real property appraisers.

The Southern California Chapter of the Appraisal Institute warmly invites you to our 2025 Heritage Night. This year we are pleased to celebrate our distinguished honoree, Steven R. Fontes, MAI, CCIM.
Steven R. Fontes, MAI, CCIM is the founder and President of Mission Property Advisors, Inc. in Riverside, a commercial real estate service firm specializing in commercial real estate appraisal, brokerage and expert witness services. The firm specializes in the appraisal of commercial real estate throughout the Inland Empire and greater Southern California region and the brokerage of commercial real estate throughout the western United States.
The firm’s clients include attorneys, lenders, investors, trusts and fiduciaries, school districts, water districts, CPA’s, private parties and a number of cities, counties and State agencies. As a 40-year veteran of the real estate industry, Mr. Fontes has qualified to testify as an appraisal expert witness in multiple Southern California County Superior Courts venues as well as in Federal United States Bankruptcy Court both in and outside of California.
In 2009, Mr. Fontes was honored to serve as the 77th President of the Southern California Chapter of the Appraisal Institute. Additional service to the Appraisal Institute include having served as Education Coordinator in 2001, the Finance Committee in 2001, 2007 and 2008, the Nominating Committee in 2001, 2010, 2013 and 2019, the Office Committee from 2007 to 2011, the Bylaws Committee in 2008, the Website Committee from 2009 to 2011, a Director from 1997 to 1999, Admissions Committee Member from 1994 to 1996, the Summer Conference Program from 1998 to 2000, the 15 – 17th Annual Golf Tournament from 1994 to 1996, Candidate Guidance Committee from 1989 to 1990, and a Regional Representative from 1997-1998, 2000-2001 and 2008-2009. Mr. Fontes also developed the Inland Empire Market Trends Seminar that began in 1998. He chaired or co-chaired the event for the first 8 years, then passed it to the current team of excellent appraisal professionals that have made the event even better, now in its 27th year.
Mr. Fontes was also honored to chair or co-chair Heritage Night in 2009 to honor Tom O’Neil, MAI, in 2011 to honor George Hamilton Jones, MAI and in 2014 to honor Mike Teobaldi, MAI. At the National level, Mr. Fontes served on the National General Appraisal Council Admissions Committee in 2000 and the National Nominating Committee for Region VII as an alternate in 2013.
Mr. Fontes is also a licensed California Real Estate Broker and has been a CCIM designee since 2000 when he embarked on adding commercial real estate brokerage to his growing commercial real estate appraisal practice. He is also a graduate of the University of California, Riverside, having earned a degree in Computer Science in 1987.
Mr. Fontes has enjoyed public speaking on topics related to commercial real estate which he has engaged in 24 times since 1988. He has served in the past on the UCR Planned Giving Advisory Board as well as on the board for the Dikaios Christian Educators Association and the Economic Development Council for the Greater Riverside Chambers of Commerce and is a graduate of the Leadership Riverside program, Class of 2012.
When he is not appraising Steve enjoys snow skiing, kayaking, golfing and traveling. He also learned to surf in Hawaii last year and is proud to say he did so on the same day his 17-year-old daughter and 19-year-old son did. Steven is married to Christine, and they have four children and one grandchild.

Appraisers recognize that they have regulatory obligations but understanding which ones apply when doing federally related and real estate related lender work is challenging. A review of sanctions and disciplinary actions taken against appraisers by the Bureau of Real Estate Appraisers makes it clear that many details and nuances of the appraiser laws and regulations are being misunderstood. Common, unintentional errors impact both the reputations of individual appraisers as well as confidence in the competency and ethics of the appraisal profession. The Appraisal Institute enforces attendance requirements mandated by state licensing and certification regulatory agencies. The Appraisal Institute issues certificates for state certification/licensing or state continuing education credit that verify successful completion and attendance of 100%, with your grade notification letter for courses, or at the conclusion of seminars. One hundred percent (100%) attendance is required for all Appraisal Institute education programs. This follows Appraiser Qualification Board minimum criteria requirements.

The course delves more deeply into inverse condemnation, an exciting niche market with increasing demand for appraisers. One of three courses in the Litigation Professional Development Program, this course offers hands-on applications giving you the opportunity to solve problems and put theory into practice. Specialized topics covered include environmental contamination, ad valorem tax assessments, construction defects, bankruptcies, fraud and misrepresentation, income and estate tax disputes, inverse condemnation, contract disputes and equitable distribution in divorces cases. Through problem-solving activities, you’ll apply new concepts and address how to best handle valuation and reporting issues in a professional legal setting. You’ll gain an understanding of the terminology and concepts involved in litigation valuation services in specialty areas and will learn about the many opportunities available for expanding their practices in litigation valuation.

| The 7-hour presentation on “Aerial Inspections for Real Estate Appraisers” is broken down into 5 distinctive sections, known as Flight Briefings. The Flight Briefings are as follows:
1. Types of drones 2. Real Estate Uses of drones 3. Trends of drones 4. Rules and Regulations 5. Mission Day Our First Flight Briefing is on Types of Drones. We are going to learn what defines a drone and the different environments that they can operate in. For Real Estate, we are going to focus on aerial uncrewed vehicles. There are basically three types of drones that are used for aerial inspections. That’s because different types of drones are better suited for different environments. We are going to close out “Types of Drones” with a discussion of the additional equipment and tools necessary to conduct operations. Our Second Flight Briefing will be focused on 10 different “Real Estate Uses for Drones”. Drones deliver aerial access and perspectives that were previously unavailable. They are easy to use and have a relatively low operational cost with safety built-in. We are going to learn how an aerial mission can collect actionable data for different Real Estate Uses Our Third Briefing We will discover the tools used to gather actionable data, from onboard sensors to computer programs. We are also going to learn about the support systems that are being used to aid in aerial operations. For Our Fourth Flight Briefing We are going to be introduced to the “Rules and Regulations”. We are going to discuss the current public issues and concerns regarding privacy, security, and safety.
